Timeline: MD 12 - 0830 Hours

Gyce awaited entry to the ready room for only a moment. She had scheduled this meeting to discuss Lieutenant Jynn's eventual fate. Throughout the entire investigation, she went from believing Stace's findings as Jynn being a sexual predator, to... well...

The Bajoran felt bad for him. She knew it was a case of sentient error, but despite that bit of sympathy, she had to look at all evidence and past records. Ultimately, the CO would determine Jynn's fate and Gyce had to respect either outcome.

Once she took one last calming breath, she hit the chime and pulled her duty vest down and shifted her messenger bag more comfortably.

"Enter!" Holliday called back, before putting down the PADD in his hand and leaning back to focus on the door and receive whoever it was that awaited him on the other side.

"Sir," Gyce nodded dutifully as she entered, unassisted without a cane and looking more serious in demeanor than normal. "I have finished my investigation on Lieutenant Jynn and have the recommendation of charges per your request."

Holliday had half expected that this would be arriving sooner rather than later. He knew that Gyce would have been both thorough and expedient in her investigation, and wasted no time in bringing him the data.

"I'll read the report in detail at a later date, but summarise for me at this time please Lieutenant?"

"Commander Stace did a good job in fact-finding the events," Gyce opened very respectfully. "We know he was guilty because he confessed. So I tuned the investigation by finding the intent behind Lieutenant Jynn's actions."

Gyce handed Holliday her report.

"His roommate and the counselor both confirmed Lieutenant Jynn arrived to the ship unfocused with his celibacy training due to high levels of depression," Gyce began. "And while his record up to this point had been spotless, the severity of his crime demands action - so far as the Deltan people see it."

Gyce dug around in her messenger bag to pull out the list of concessions Jynn suggested. She frowned, for in her mind this was one stupid mistake she felt Jynn could learn from. Rules as they were, however, demanded repercussions.

"I've read Commander Stace's findings at least fives times and compared her thoughts with my findings and I cannot find a malicious intent anywhere to suggest Lieutenant Jynn premeditated or intentionally initiated the act, which would be grounds for expulsion from the fleet," Gyce began as she handed Holliday Jynn's padd. "It is this reason that I feel a charge of Diminished Capacity with the minimum penalties be looked at- as he has already confessed his guilt willingly. A rank deduction with counseling, and possibly medical aid to help suppress his hormonal urges was his suggestion though I'm sure the command staff may impose more if you agree with my recommended charges."

Gyce then pulled out a final PADD and set it on Holliday's desk. "I also recommend a misdemeanor charge of Sexual Misconduct for Lieutenant JG Tuula Voutilanien be issued for knowingly taking part in an act she knew violated the inter species regulations, and neglected to seek yours and the CMO's authorization before having coitus with Lieutenant JG Jynn. As her record already reflects minor infractions of behavioral misconduct, I do not, in my opinion, feel a light warning is warranted."

"Very thorough Lieutenant, thank you for your attention to detail." Holliday replied with a curt nod as he took the PADD and began reading through the data supplied.

"I agree with your findings against our Doctor. Place a note in her record and make sure she understands that such behaviour is a one-way ticket off of my ship." He replied in response to the easier of the two misdemeanours to complete.

Jynn was going to be a more complicated case to resolve however. Under Deltan law this was a severe crime and as such his people as Federation members would be authorised to carry out their own criminal justice proceedings.

"Please relay your findings to Command for transfer to the Deltan embassy. They will wish to examine this for themselves. I am a little perturbed however that something of this magnitude and repetition could take place without anything further than a reduction in rank. It would be of my opinion that such an act warrants removal of that rank altogether and indeed one's position aboard this vessel. Your thoughts would be valued Lieutenant, if you would indulge me once more?"

"We would not have a case if he did not come forward with it," Gyce began to elaborate. "This is a man, who unlike his non-Deltan partner, has never had disciplinary problems. And yes, what he did was very wrong, but it is my opinion, and the counselor's, that this mistake would never of happened, had Lieutenant Jynn realized he was - and is still suffering from severe emotional problems."

Gyce frowned, bit her lip, and shook her head. "Considering he had everything to lose when he confessed? He's still managed to show the qualities of what the Federation is. And I truly believe if he was charged with Diminished Capacity for the minimum penalties to apply? That he would learn from this and become a better asset for Starfleet."

Holliday pondered for a moment as he thought on the subject. It would have been well within his authority to remove this man from his vessel and from the fleet as a whole, and leave him to the whim of the Deltan justice system. That said, his security chief was making a very compelling argument, and rehabilitation was a serious part of the Federation's own prison system.

"Have Mr Jynn brought here on the double. I want to see him with my own eyes."

"Aye Sir," Gyce nodded dutifully, saluted, and left to retrieve Jynn.
