Dear Mr. Rossitelli,

I am told by Commodore Sandy Highland that we will be meeting on Starbase 84. I am hoping that your inquiry will be productive. From the outset, I accept full responsibility for my and my colleagues conduct during and following the diplomatic meeting with the Aldara. As I'm hoping the Commodore relayed to you I am not seeking JAG protection under the Military Code of Justice nor am I invoking Constitutional rights against self-incrimination still afforded to diplomatic officers under the Starfleet banner. In short, I am cooperating fully and will take no action that could in any way hamper your investigation.

However, at the risk of antagonism, I must insist that you take no action against the intelligence detachment of this ship nor Diplomatic Yeoman Ueda. All diplomatic activity on this ship is my purview and mine alone. As such, no legitimate diplomatic activity can occur aboard or in the name of the Galileo without my expressed involvement in the planning and execution. In no uncertain terms, my cooperation with your investigation hinges on your limiting inquiry to me as the primary actor.

Per your request, I have not informed Chief Ueda nor my Department Head of your inquest. They have not been coached in any way nor can they have had an opportunity to construct a story as both are unaware of your impending arrival.
